From December 9 to 13, 2024, in the city of San Salvador, El Salvador, the Subregional Workshop on the Implementation of IMO Instruments in National Legislation was held with the participation of the Member States of ROCRAM CA. This event, supported by the International Maritime Organization (IMO) and the joint work of COCATRAM and the Maritime Authority of El Salvador, marks a milestone in maritime technical cooperation. Consultants Carolina Riesco (Chile) and Paula Grillo (Argentina) led the program, which focused on consolidating knowledge of international maritime standards and their integration into national legislation.

Within the framework of IMO’s Integrated Technical Cooperation Programme, this workshop is part of the “Thematic Programs” working model, which aims to strengthen the legal and technical capacity of the region’s Maritime Authorities. This initiative has been successfully developed over the past four years and reaffirms IMO’s commitment to promoting effective maritime governance in Latin America and the Caribbean.

A key aspect of the event was the launch of the Central American Maritime Authorities Legal Advisors Network, an initiative led by Hugo Lopez Sanchez, COCATRAM’s Director of Training and Education, and the result of joint efforts between COCATRAM and IMO. This group will design the 2025-2026 Work Plan, a strategic step to ensure the harmonized implementation of international conventions in member countries, thus guaranteeing higher standards of maritime safety and sustainability.

IMO-COCATRAM cooperation has been fundamental in assisting countries in the region to meet the challenges of adapting conventions such as SOLAS and MARPOL. During the workshop, representatives discussed national experiences, explored practical solutions and refined legislative drafting techniques to strengthen maritime regulation.

This collaboration between IMO and COCATRAM is not only a technical advance, but also an example of the potential of regional cooperation in the maritime field. By bringing together strategic stakeholders and creating a solid regulatory framework, this International Maritime Law Workshop is expected to make a significant contribution to sustainable development and maritime safety in Central America and the Dominican Republic.
