Continuing the development of the IMO Thematic Programs, the Strategic Approach Workshop (EER) was held in Guatemala City, Guatemala, from 25 to 29 November, with the participation of 15 representatives of the Maritime Authorities of Central America and the Dominican Republic, ROCRAM-CA. The event, organized by the International Maritime Organization (IMO) in collaboration with the General Directorate of Maritime Affairs of Guatemala and COCATRAM, had as its main objective the strengthening of maritime capabilities through the analysis and practical application of a strategic approach to facilitate the processes of ratification and implementation of IMO instruments.

The workshop was conducted by consultants Roberto Annichini (Argentina) and Mauricio Riquelme (Chile), who during the five days of the workshop covered topics such as the introduction to the EER model, the key stages of its implementation (planning, monitoring, follow-up and adjustments) and the practical application of the model through simulated cases such as that of Marlandia. In this way, the participants worked in teams to develop management tools to address the nonconformities identified in the IMO audits.

In addition, experiences and additional applications of this strategic model were shared, such as the development of corrective action plans and national maritime strategies that allow for comprehensive management of the ratification and implementation of IMO instruments, addressing not only legal aspects but also standards and administrative processes.

This important workshop was the culmination of two years of hard work by the region’s Maritime Authorities, who have developed the necessary competencies to be present at the workshop.

The closing ceremony was presided over by Vice Admiral Edy Santiago Chinchilla Archila, Vice Minister of the Navy of the Ministry of National Defense, in the presence of the Ambassador of Guatemala to the United Kingdom, Carla María Rodríguez Mancia. During the ceremony, the importance of the work developed with the IMO through the Integrated Technical Cooperation Program was highlighted, and how this type of initiative has been a key aid in promoting the development of the maritime capabilities of Central American countries, since its approach is adapted to the specific needs of the region and ensures an effective implementation of the IMO instruments.
