From June 2 to 6, 2025, the Central American Commission for Maritime Transport (COCATRAM) actively participated in the 75th session of the Technical Cooperation Committee (TC 75) of the International Maritime Organization (IMO) in London. This meeting was crucial for advancing the development of a more sustainable and resilient maritime industry aligned with the Sustainable Development Goals (SDGs).

During the session, the IMO Capacity Development Strategy was approved. This comprehensive framework seeks to strengthen the technical capabilities of Member States by focusing on the effective implementation of the IMO’s regulatory framework and the achievement of SDGs related to global maritime development.
IMO Secretary General Arsenio Dominguez emphasized the importance of this strategy as a significant advancement towards a more coherent and effective approach to international technical cooperation. He also emphasized the importance of International Member State Compliance Audit System (IMSAS) audits as an essential tool for planning and assessing technical assistance needs.
Among other relevant topics, the use of innovative methodologies such as e-learning and blended learning for capacity building in the member states was discussed. These tools provide more accessible and efficient training that can be adapted to the specific needs of each region.
In this context, COCATRAM and the International Maritime Organization (IMO) have collaborated through the Technical Cooperation Division (TCID) to ensure the proper implementation of international instruments in Central American countries.
This partnership has materialized through activities developed using the “Thematic Programs” methodology, a fundamental process for strengthening the local capacities of Central American countries to adopt international regulations and effectively integrate IMO standards into regional maritime policies. In addition, COCATRAM has acted as a facilitator in the development of workshops and seminars that have enabled countries in the region to share experiences and best practices in applying IMO instruments.
COCATRAM’s participation in TC75 and continued collaboration with the IMO demonstrate the organization’s and the Central American region’s commitment to developing a safer, more efficient, and environmentally friendly maritime industry.
