In an atmosphere of regional cooperation and institutional strengthening, COCATRAM held its 122nd Ordinary Meeting of the Board of Directors in Panama City on August 21 and 22, 2025.

The meeting began with the review and approval of the agenda, followed by the reading of the resolutions and the signing of the minutes from the 121st meeting by COCATRAM Executive Director Otto Noack.

Key reports on the organization’s management and transparency were presented during the meeting, including a financial report by Marcela Sánchez with updated data as of June 30, 2025; a report on the status of contributions from member countries; and a proposal for budget reprogramming.

The POA report for the first half of the year was also presented, together with the Oversight Committee report, which strengthened accountability mechanisms.

At the request of the National Port Commission of Guatemala, valuable technical presentations were given, including a presentation on the BIC Code project of the French international organization, an intervention by the Ibero-American Institute of Maritime Law (IIDM), and an analysis of Singapore’s port experience.

One of the most significant moments of the day was the presentation of the Pro Tempore Presidency’s 2024-2025 management report and recognition of its work.

Immediately afterward, Panama was formally appointed to hold the Pro Tempore Presidency for the 2025-2026 period. Volney Guinard Estripeaut, the Secretary General of the Panama Maritime Authority, undertook to lead the agency’s efforts in this new phase.

Lastly, El Salvador was appointed to lead the new members of the Surveillance Commission.
