On August 21, COCATRAM held the 126th meeting of its Board of Directors in Managua, Nicaragua, with representatives from its member countries in attendance.
The session was chaired by the Secretary General of the Panama Maritime Authority, Mr. Volney Guinard Estripeaut, in his capacity as Pro Tempore President for 2025–2026. During the session, strategic issues related to institutional management were addressed, including the report from the Oversight Committee, the financial review for the first half of 2026, the status of contributions, and compliance with the Annual Operating Plan (AOP).


The meeting also highlighted the commemoration of COCATRAM’s 46th anniversary, along with progress in international cooperation—such as the non-regulatory international agreement with Puertos del Estado of Spain—and Guatemala’s presentation on its National Port Authority Act.


During the meeting, the handover of the Pro Tempore Presidency took place, with the Deputy Minister of Transportation of Guatemala’s Ministry of Communications, Infrastructure, and Housing (CIV), Mr. José Fernando Suriano Buezo, assuming the role for the 2026–2027 term; he was sworn in alongside the new Supervisory Commission.



The day concluded with a tribute to the outgoing Chair, highlighting its efforts to strengthen regional cooperation and promote initiatives aimed at the sustainable development of the Central American maritime and port sector.
