
From October 27 to 31, the Central American Maritime Transport Commission (COCATRAM) actively participated in the Regional Workshop for Advanced Training of Port State Control Officers (OSERP) in the cities of San Pedro Sula and Puerto Cortés. COCATRAM collaborated closely with the International Maritime Organization (IMO) and the Honduran Merchant Marine Directorate on this initiative.
Carried out within the framework of the Integrated Technical Cooperation Program (PICT) and under the Memorandum of Understanding (MOU) between COCATRAM and the IMO, this initiative was attended by international instructors from the Maritime Authority of Argentina and supported by the Government of Malaysia.

The activity brought together female officers from the thirteen member countries of the Viña del Mar Agreement. The goal was to:
•Strengthening their technical and operational skills in supervising ships by the Port State, and
•Promoting the effective implementation of IMO international instruments; and
•Promoting gender equality in the maritime sector.
The workshop included theoretical sessions, practical exercises, and technical visits.
•A technical visit to the Central American Port Operator (OPC)
Inspections were carried out on board container ships, applying international procedures and standards under the supervision of Viña del Mar Agreement instructors and coordinators.
•The second practical stage took place in Puerto Cortés
Participants performed Port State Control inspections on bulk carriers, consolidating the knowledge they acquired during the theoretical phase.

The IMO emphasized that this training is a significant step toward achieving gender equality in the maritime sector in Latin America and the Caribbean by providing technical training in port state control inspections and developing standard operating procedures and audit mechanisms under the IMSAS Plan.
Finally, COCATRAM noted that implementing this workshop reaffirms the region’s commitment to promoting technical training, regional integration, and the professional development of women in the maritime sector in Central America and the Caribbean.
