The Central American Commission for Maritime Transport (COCATRAM), participating as a special guest, is actively taking part in the XXXI Meeting of the Committee, Information Center Administrators and Technical Working Groups of the Viña del Mar Agreement, being held in San Pedro Sula, Honduras, from September 29 to October 2, 2026.

COCATRAM is represented by its Executive Director, Otto Noack Sierra, who is participating in the deliberations of delegates and experts from across the region on strengthening port State control of ships and technical cooperation in this field.

During the session held on Wednesday, September 30, participants continued the review of reports from the Correspondence Working Groups and addressed port State control activities carried out under other inspection regimes. The agenda also included the OSERP Training and Professional Development Plan, women’s participation in ship control activities, and the meeting of Information Center Administrators and Technical Working Groups.

Also participating as a special guest is the Latin American Network of Women in Maritime Authorities (Red MAMLa), an organization with which COCATRAM maintains a Memorandum of Understanding as strategic partners. During the session, its President, Magdalena Santos, shared the working table with COCATRAM’s Executive Director.

The presence of both organizations at this forum takes on particular significance during a session that included women’s participation in port State control activities among its topics, an area closely linked to the cooperation and capacity-building objectives promoted by both institutions throughout the region.

As strategic partners, COCATRAM and Red MAMLa share a commitment to strengthening regional cooperation, promoting technical training, and contributing to greater participation and visibility of women professionals in Latin America’s maritime and port sector.
