The COCATRAM delegation, led by President Pro Tempore Volney Guinard Estripeaut, and Executive Director Otto Noack, held meetings with officials from the Dominican Republic’s Ministry of Foreign Affairs, led by Deputy Minister of Economic Affairs and International Cooperation Hugo Rivera, along with Director of Trade Integration Carmen Elena Ibarra Toledano and the Officer in Charge of Integration for Latin America, Glenis Tania Feliz Vargas.
Subsequently, delegates from the Central American Maritime Transport Commission (COCATRAM)—comprising Volney Guinard Estripeaut, Secretary General of the Panama Maritime Authority (AMP) and current Pro Tempore President; and Otto Noack, Executive Director—held a working meeting with the Executive Director of the Dominican Port Authority (APORDOM), Jean Luis Rodríguez.
The Commander-in-Chief of the Dominican Republic Navy, Vice Admiral Juan B. Crisóstomo Martínez, received senior officials from the Central American Maritime Transport Commission (COCATRAM) in his office.
Present at the meeting were Mr. Volney Guinard Estripeaut, Secretary General of the Panama Maritime Authority and President Pro Tempore of COCATRAM; and Mr. Guillermo Eduardo Otto Noack Sierra, Executive Director of the Central American Maritime Transport Commission.
Representing the Dominican Republic Navy was Captain Plinio Antonio Ramírez Mejía, director of the Port Authority and Maritime Authority.
The meeting addressed key topics related to maritime security, regional maritime transport, and the 48th Annual Ordinary Meeting of the Central American Isthmus Port Association (REPICA). This regional gathering will bring together leaders from the maritime and port sectors with the goal of maximizing regional integration and cooperation.
Vice Admiral Crisóstomo Martínez expressed his gratitude for the visit and reiterated the Navy’s willingness to continue working in coordination with COCATRAM and the other countries in the region to promote connectivity, port efficiency, and the protection of the marine environment. These meetings are part of institutional efforts aimed at advancing the Dominican Republic’s accession as a member state of the Central American Maritime Transport Commission (Cocatram).
